PMEGP poster: financial assistance and subsidy up to 35% to set up micro enterprises in the non-farm sector. For unemployed youth, self help groups, societies and trusts aged 18 and over. Manufacturing up to Rs 25 lakh, service or trading up to Rs 10 lakh, funded by bank finance plus subsidy plus your contribution.

Prime Minister’s Employment Generation Programme (PMEGP)

Prime Minister’s Employment Generation Programme (PMEGP) empowers aspiring entrepreneurs to establish micro enterprises in the non-farm sector. By fostering innovation, building sustainable livelihoods, and creating widespread employment opportunities to curb migration, PMEGP promotes self-reliance and drives inclusive growth across India.

Eligibility & conditions

  • Target beneficiary: Unemployed rural and urban youth.
  • Eligibility criteria: Any individual above 18 years of age, SHGs, charitable trusts, registered societies etc.
  • Details of scheme: A bank appraised and financed subsidy program to set up micro-enterprises. A project report is required.
  • Allowed project cost: Manufacturing unit — Rs. 25 lakh; service sector unit — Rs. 10 lakh; trading sector unit — Rs. 10 lakh in North Eastern Region, LWE-affected districts and Andaman & Nicobar Islands.
  • Subsidy (general): 15% of project cost in urban areas, 25% in rural areas.
  • Subsidy (special category — SC/ST/OBC/minorities/women/NER/hill areas): 25% urban, 35% rural.
  • Entrepreneur contribution: General 10%, special category 5%.

Upgradation & expansion of existing units

  • Maximum project cost for upgradation: Rs. 1.00 crore (manufacturing) and Rs. 25.00 lakh (service/trading).
  • Maximum subsidy 15% of project cost (20% for NER and hill states). The balance is provided by banks as a term loan.

Steps to take

  1. It is a fully online scheme — the applicant can apply online only.
  2. Apply at kviconline.gov.in/pmegpeportal and follow the portal guidelines.
  3. For help, contact your nearest KVIC, District Industries Center (DIC), State KVIB or Coir Board office.
  4. Choose an implementing agency from KVIC/KVIB/DIC/Coir Board — they check documents and help prepare the DPR.
  5. Implementing agencies may suggest corrections before forwarding the proposal to the bank.
  6. The bank decides the loan and amount based on the strength of the project, so prepare a good, sustainable business plan.
  7. On sanction, the bank informs the applicant and the implementing agency.
  8. The agency arranges Entrepreneurship Development Programme (EDP) training, also available online.
  9. On completion, submit the EDP certificate with your contribution to the bank to receive the first loan instalment.

The Self Help Group Scheme is an important initiative that aims to help small-scale industry workers towards self-reliance. Under this scheme, workers are provided support to form groups for prosperity and development so that they can access financial assistance.

This scheme encourages the establishment of self-help groups, in which several people come together to form a group and can start small-scale industries by obtaining loans through this group. The main goal is to promote mutual cooperation and self-reliance.

The required loan is provided to the group on an audited basis so that small-scale industrialists can promote their business. This loan is obtained through mutual cooperation and helps in entrepreneurship, through which people can develop their self-reliant capacity.

People benefiting from the Self Help Group Scheme can, along with their group members, increase entrepreneurship in various sectors, thereby improving their social and economic condition.
